Government and External Affairs

Jay Dyer

As the TCDRS Director of Government and External Affairs, Jay is responsible for  building relationships with key government officials and educating them about TCDRS while serving as the system’s primary point of contact for legislators and their staff.

Jay brings more than 20 years of experience as a policy director and government affairs expert in many levels of Texas government. He most recently served as Deputy Chief of Staff and Special Advisor to Texas Speaker of the House Dade Phelan, after initially serving as the Speaker’s Policy Director. Before joining Speaker Phelan, Jay led government relations for The University of Texas at Austin. Prior to that, he directed legislative affairs for the Governor’s Office and the Office of the Attorney General. He has also served as the general counsel to the Texas Secretary of State and has worked as a lawyer in the private sector.
